United States of America is considered the biggest consumer of drugs due to the following:

1. Abuse of freedom
2. Absence of capital punishment for drug dealers
3. Absence of serious punishment for drug users in comparison to many countries, (which is 7 years.)
4. Highly populated areas rich in cash (compared to China, which is also a populated country).
5. Illegal immigrants from South and Central America where the employment rate is very low by which selling drugs becomes scapegoat for starvation and poverty.
6. The abuse of black Americans throughout history which increased the rate of crimes in the black neighborhoods.
7. Availability of huge financial markets which helps in money laundering of illicit funds which is considered a second crime.
